Mukaddime, sadece tarih yaz\u0131m\u0131 \u00fczerine de\u011fil, devlet, ekonomi, toplum yap\u0131s\u0131, bilim ve k\u00fclt\u00fcr gibi pek \u00e7ok alanda derin analizler i\u00e7erir.<\/p>\n\n\n\n<p class=\"p1 wp-block-paragraph\"><strong>1. Tarih ve Tarih Yaz\u0131m\u0131 \u00dczerine<\/strong><\/p>\n\n\n\n<p class=\"p3 wp-block-paragraph\">\u0130bn Haldun, tarihin sadece olaylar\u0131 anlatmak olmad\u0131\u011f\u0131n\u0131, olaylar\u0131n neden ve sonu\u00e7lar\u0131n\u0131 a\u00e7\u0131klamak gerekti\u011fini savunur. Toplumlar\u0131n dayan\u0131\u015fma g\u00fcc\u00fc asabiyet kavram\u0131 ile a\u00e7\u0131klan\u0131r.<\/p>\n\n\n\n<p class=\"p5 wp-block-paragraph\">\u2022 Asabiyet (grup dayan\u0131\u015fmas\u0131) g\u00fc\u00e7l\u00fc oldu\u011funda bir topluluk y\u00fckselir,<\/p>\n\n\n\n<p class=\"p5 wp-block-paragraph\">\u2022 Zamanla l\u00fcks ve rahatl\u0131k art\u0131nca asabiyet zay\u0131flar ve toplum \u00e7\u00f6k\u00fc\u015fe ge\u00e7er.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\"><strong>b) G\u00f6\u00e7ebe ve Yerle\u015fik Hayat<\/strong><\/p>\n\n\n\n<p class=\"p3 wp-block-paragraph\">Toplumlar ikiye ayr\u0131l\u0131r:<\/p>\n\n\n\n<p class=\"p6 wp-block-paragraph\">1. Bedev\u00ee toplumlar (G\u00f6\u00e7ebe): Daha ba\u011f\u0131ms\u0131z, sava\u015f\u00e7\u0131 ve dayan\u0131kl\u0131d\u0131r.<\/p>\n\n\n\n<p class=\"p6 wp-block-paragraph\">2. Hadari toplumlar (Yerle\u015fik): Daha refah i\u00e7inde ya\u015far ama asabiyetleri zamanla zay\u0131flar.<\/p>\n\n\n\n<p class=\"p3 wp-block-paragraph\">Bedev\u00eeler, g\u00fc\u00e7l\u00fc asabiyetleri sayesinde yerle\u015fik medeniyetleri ele ge\u00e7irir. Ancak zamanla kendileri de rahat ya\u015fama al\u0131\u015f\u0131p g\u00fc\u00e7lerini kaybederler.<\/p>\n\n\n\n<p class=\"p1 wp-block-paragraph\"><strong>3. Devletin Do\u011fu\u015fu, Yap\u0131s\u0131 ve Y\u0131k\u0131l\u0131\u015f\u0131<\/strong><\/p>\n\n\n\n<p class=\"p3 wp-block-paragraph\">\u0130bn Haldun\u2019a g\u00f6re devletler de insanlar gibi do\u011far, b\u00fcy\u00fcr ve \u00f6l\u00fcr. Devletler genellikle be\u015f a\u015famadan ge\u00e7er:<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">1. Kurulu\u015f (fetih d\u00f6nemi): G\u00fc\u00e7l\u00fc liderler, sa\u011flam asabiyetle devleti kurar.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">2. Y\u00fckselme: Devletin otoritesi sa\u011flamla\u015f\u0131r, ekonomik refah artar.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">3. Zirve: Sanat, bilim geli\u015fir, l\u00fcks hayat ba\u015flar.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">4. \u00c7\u00f6z\u00fclme: Asabiyet kaybolur, devlet y\u00f6neticileri zay\u0131flar.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">5. Y\u0131k\u0131l\u0131\u015f: Devlet, ba\u015fka bir grup taraf\u0131ndan ele ge\u00e7irilir.<\/p>\n\n\n\n<p class=\"p3 wp-block-paragraph\">Her devlet yakla\u015f\u0131k 3 nesil sonra \u00e7\u00f6k\u00fc\u015fe ge\u00e7er \u00e7\u00fcnk\u00fc kurucu neslin asabiyeti, sonraki nesillerde zay\u0131flar.<\/p>\n\n\n\n<p class=\"p1 wp-block-paragraph\"><strong>4. Ekonomi ve \u00dcretim<\/strong><\/p>\n\n\n\n<p class=\"p3 wp-block-paragraph\">\u0130bn Haldun, ekonominin devletlerin g\u00fcc\u00fcn\u00fc belirledi\u011fini s\u00f6yler.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">\u2022 \u00dcretim ve ticaret refah\u0131 art\u0131r\u0131r.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">\u2022 Vergiler makul d\u00fczeyde olmal\u0131d\u0131r; a\u015f\u0131r\u0131 vergilendirme ticareti ve \u00fcretimi \u00f6ld\u00fcr\u00fcr.<\/p>\n\n\n\n<p class=\"p4 wp-block-paragraph\">\u2022 Devlet ekonomiye zarar verirse \u00e7\u00f6k\u00fc\u015f h\u0131zlan\u0131r.<\/p>\n\n\n\n<p class=\"p3 wp-block-paragraph\">Ona g\u00f6re, Laffer E\u011frisi\u2019ne benzer bir mant\u0131kla, d\u00fc\u015f\u00fck vergilerin ekonomiyi canland\u0131raca\u011f\u0131n\u0131 savunur.<\/p>\n\n\n\n<p class=\"p1 wp-block-paragraph\"><strong>5.
